What Are Payroll Taxes?
Payroll taxes withheld from employee paychecks fund Social Security and Medicare, to which the employer also makes payroll tax contributions.
The Social Security tax is paid by the employee and the employer at a rate of 6.2% of the employee’s wages. The Medicare tax is also paid by both employee and employer, but at a rate of 1.45%.
Employers are also required to pay taxes under the Federal Unemployment Tax Act (FUTA) and the State Unemployment Tax Act (SUTA). The employer must also collect federal income tax from employee paychecks, and pay that amount to the IRS. The rate is determined by the employee’s tax bracket.
Each state also has specific state payroll taxes that must be withheld and paid.
New York Payroll Taxes
In addition to Social Security and Medicare, New York assesses state income tax, disability insurance contributions, and state unemployment taxes, as per SUTA.
However, it’s important to note that certain state localities are also subject to additional income taxes, specifically, New York City and Yonkers. If your employees are not residents of New York City or Yonkers, then the general New York State tax rates apply.
State and Local Income Tax
New York has a progressive income tax system with varying brackets depending on where you maintain residency. Employers are required to withhold state income taxes from employee wages.

New York State
The state breaks annual income tax into 12 brackets for those filing as single, or as married but filing separately, with rates ranging from 4% to 11.7%.

New York City
New York City’s local income tax is a separate income tax rate for New York City residents applied in addition to the state income tax. New York City breaks annual income tax into five brackets for those filing as single, or as married but filing separately, with rates ranging from 2.05% to 4.25%.

Yonkers
Similarly, Yonkers’ local income tax is a separate income tax rate applied in addition to the state income tax. Yonkers breaks income taxes into 12 brackets for those filing as single, or as married but filing separately, with rates ranging from 4% to 11.7%.

State Unemployment Tax (SUTA)
State unemployment tax is an employer-paid tax and not withheld from employees. As of 2022, SUTA tax rates in New York range from 2.025% to 9.825% for established businesses.
The rate for new businesses is 4.025%. The current taxable wage base in New York is $12,000.
State Disability Insurance (SDI) and Paid Family Leave Insurance (FLI)
New York is one of the few states that has implemented wage withholding for state disability insurance (SDI) and paid family leave insurance (FLI). Though these are different types of insurance, it’s important to note that paid family leave is typically attached to a disability insurance policy.
In New York, up to 0.5% of weekly wages can be withheld for SDI and FLI. However, the weekly withholding amount cannot exceed $0.60. This means employees will not pay more than $31.20 for disability insurance and paid family leave insurance every year.
